Based on the ULL and HKWBT market decrees, KPN has developed ND5 assessments for the Retail and Wholesale portfolios (positioned downstream from ULL and HKWBT).
One of the obligations relating to ND5 is the publication of a public version of the ND5 assessments.
Below you will find copies of the public versions of the ND5 assessments in the form of Excel spreadsheets. As the formal ND5 assessment contains confidential data, the data contained in the enclosed public version has been replaced with fictitious data.
KPN increased the Wholesale rates by the Consumer Price Index (CPI) effective January 1, 2018. KPN introduced these rate changes in the relevant quarterly report delivered to ACM of the squeeze models, and assesses the retail rates against up-to-date wholesale rates. The wholesale rate changes have not yet been implemented into the public models. The purpose of the public models is to shed light on the assessment method, which has remained unchanged. KPN requests that companies consulting the public models take this into account.

Under the HKWBT/HL decree dated December 28, 2012, KPN is required to use the cost-oriented rates based on rate limits and to deliver a cost report. The full set of documents forming part of the cost report is shown below.
